Foreign visitors and our contact form

Hello, I have a contact form out there that folks fill out to request various bits of info. What I think is going on is if they are foreign language, I'm getting garbage in the email response. It is using charset iso 8859-1. What we get in our email is like this:
I have a captcha on the page that they have to complete to submit the form. Do I need to use UTF-8 or something else? Do I do this encoding on the contact form or the page that does the script processing?

Well, it would appear that after some testing, my form can handle foreign language. I really wish I understood what this field junk is supposed to be...is it a spammer?

Well, by digging deeply, I found a component that is freeware that will verify that the MX Record is valid so if someone enters garbage in the form for the email address, it discards it. For those who need to know how and to get the component, go to the URL below:
