Tracking ip

Hi,
I want a system on my site where I can track the country from a person. Exemple: http://whatismyipaddress.com/ .
It tells your country and village.
I know I can ask the host and ip from a guest by using the server variables...but...how can I TRACK the IP?
Does somebody know a database or does somebody know HOW I can find their country? And...is this legal (in Europe)?
